Webinar: Understanding the New Health Insurance Cost Survey (07/09/2026)

Section 471.6161, subdivision 9 (added by the 2026 legislative session), requires every Minnesota school district and charter school to complete a health insurance survey for the Legislative Budget Office (LBO) between July 1st and September 1st. The survey collects information on health plan costs, employee enrollment, employer and employee contributions, plan design, broker compensation, and related health insurance data.

Join Kate Schiller, Budget Analyst with the Minnesota Legislative Budget Office, for an informational webinar designed to help school leaders understand the survey before completing it.

This session scheduled to coincide with the invitation for the first of this annual survey. This session is intended for:

Human Resources Directors and Benefits Administrators
Business Managers and Finance Directors
Superintendents
Charter School Administrators
Benefits Consultants and others responsible for completing or supporting the annual survey

During this webinar, participants will:

Review each section of the annual survey and the requested information.
Gain a shared understanding of the survey questions and reporting expectations.
Learn what documents and data sources may be needed to complete the survey.
Ask clarifying questions about the format of the survey and the nature of the information being requested.

This webinar is intended to help districts prepare to successfully complete the survey. It is not a policy or legal interpretation session, nor is it a presentation of the merits of any plan design. Instead, it provides an opportunity to hear directly from the Legislative Budget Office, ask questions, and better understand the reporting process before the September submission deadline.

This webinar is open and free to all Minnesota school administrators.
