Minnesota now licenses Speech Language Pathology Assistants (SLPA) through the Department of Health. This change directly affects how districts recruit, assign, supervise, and bill for speech services. Many HR administrators are unaware of the statutory requirements, supervision mandates, and liability implications tied to this role.

Nancy Thul, SLPA Program Director with Alexandria Technical & Community College, will provide a technical briefing for School HR leaders on how the SLPA program works and how it can be used to address persistent SLP shortages without creating compliance risk.

Participants will learn:

  1. The legal distinction between SLP and SLPA under Minnesota law.

  2. Required education, licensure, and supervision standards.

  3. IDEA and FAPE risk points when delegating services.

  4. Medical Assistance billing implications and documentation requirements.

  5. How to structure job descriptions, contracts, and supervision plans.

  6. When an SLPA is an effective staffing solution and when it is not.

  7. How SLPA roles interact with Tier 2 SLP licensure through PELSB.

The session is designed for school HR professionals who need to solve challenging staffing problems while maintaining licensure compliance, audit readiness, and special education integrity.
