Section 471.6161, subdivision 9 (added by the 2026 legislative session), requires every Minnesota school district and charter school to complete a health insurance survey for the Legislative Budget Office (LBO) between July 1st and September 1st. The survey collects information on health plan costs, employee enrollment, employer and employee contributions, plan design, broker compensation, and related health insurance data.

This webinar is intended to help districts prepare to successfully complete the survey. It is not a policy or legal interpretation session, nor is it a presentation of the merits of any plan design. Instead, it provides an opportunity to hear directly from the Legislative Budget Office, ask questions, and better understand the reporting process before the September submission deadline.
